    Resolved — March 1975:

    1) Jayatirtha presented a definition of GBC, which was accepted as follows:

    "The GBC (Governing Body Commission) has been established by His Divine Grace A.C. Bhaktivedanta Swami Prabhupada to represent Him in carrying out the responsibility of managing the International Society for Krishna Consciousness of which He is the Founder-Acarya and supreme authority. The GBC accepts as its life and soul His divine instructions and recognizes that it is completely dependent on His mercy in all respects. The GBC has no other function or purpose other than to execute the instructions so kindly given by His Divine Grace and preserve and spread his Teachings to the world in their pure form."

    In March 1975, the GBC passed its first recorded resolution. Presented by Jayatirtha das Adhikari, it defined the GBC's identity and purpose in terms that left no ambiguity. The GBC was established by Srila Prabhupada to represent him. Its life and soul were his divine instructions. It recognised itself as completely dependent on his mercy. And its stated function was singular: to execute his instructions and preserve and spread his teachings in their pure form.

     

    This was not a resolution that granted power. It was a resolution that acknowledged a limit. The GBC, by its own first formal act, defined itself as an instrument — not an authority.

     

    The founding documents support this entirely. The Direction of Management, signed in 1970, had already stated the same principle: the GBC oversees operations as it receives direction from Srila Prabhupada, with His Divine Grace holding final approval in all matters.

    The Constitution of Association 1966, filed in 1966, established the purposes of ISKCON — propagation of Krishna Consciousness, publication, congregation — but conferred no governing hierarchy beyond those purposes.

     

    When Srila Prabhupada executed his Last Will on the 6th of June 1977, he confirmed that the GBC would be "the ultimate managing authority of the entire International Society for Krishna Consciousness." Those words are significant — and so is their context.

    The same document named specific executive directors for properties across India and the world, established that no immovable property of ISKCON in India shall ever be mortgaged, sold or alienated, and appointed named executors to carry out his will.

    Ultimate managing authority, in that document, sat within a framework of defined responsibilities, named individuals, and irrevocable directions. It was not a conferral of open-ended power. It was a position within a structure.

     

    In law, as in spiritual life, the nature of an institution is established at its founding. What was written in 1975 did not invent the GBC's role — it confirmed it. And that confirmation, passed by the GBC itself, becomes the standard against which all that follows must be read.

     

    The question this work now begins to examine is simple: did the resolutions that followed remain faithful to that first definition?

     

    A ship's captain is given a sealed chart at departure. His authority is total — within the waters that chart describes. The moment he sails beyond those waters without a new instruction, he is no longer navigating. He is deciding. The first GBC resolution was that chart.

    Without a clear understanding of Srila Prabhupada's founding documents and his final orders of 1977, our understanding of Srila Prabhupada is incomplete. Our understanding of ISKCON is incomplete. Our understanding of ourselves as iskcon devotees is incomplete.

    This work is sequential, not selective. It does not examine every GBC resolution. Rather, it examines every resolution, statement, or policy that conflicts with, departs from, or contravenes Śrīla Prabhupāda's founding documents and direct instructions.
